В одном буклете было также приведено название "Север-Север". Не понятно, на мой взгляд, что имеется в виду. СевероВ несколько что-ли? Или имеются в виду все страны и территории, расположенные на северной широте?

Переводить нужно, чтобы смысл названия стал понятен читателю, исходное название можно указать в скобках. С вариантом "для" я не согласен - тогда бы было North4North. "To" можно передать либо дефисом, как в этой брошюре, либо "Север с Севером", либо "Север на Север" - мне кажется, "С" здесь лучше всего.

Или если очень хочется дать перевод в скобках (Север-Север).
Цифра 2 стоит там вместо предлога to.

И получается:
программа по обмену студентов (или программа мобильности) north2north

Имеется ввиду из одной северной страны в другую.
Из Швеции в Норвегию например.
