Right now we are
in a water treatment plant where we collect all the water coming from the wells into a tank.
This is a so-called open surface water installation.
Compared to a borehole installation we have to take several things into account.
First of all, always use a flow sleeve to really enable proper flow around the motor for cooling it properly.
Another thing is to have sufficient space in between the pumps, so we talk about the space of about
a diameter of the outer sleeve.

Здесь второе употребление sleeve означает то же, что и первое? (flow sleeve нашла "охлаждающий кожух"... или нет?)

Это скорее "направляющий кожух", потому что сам по себе он ничего не охлаждает. Он применяется с погружными насосами для того, чтобы жидкость проходила ко входному отверстию насоса через электродвигатель и охлаждала его.
Что по вопросу, в сети картинки разные с конструкцией, но думаю что логично предположить, что это не наружный кожух/патрубок (часто Outer sleeve представляет собой просто кусок трубы,и никакой внутренней части не имеет), а его наружный диаметр/диаметр наружной поверхности.

A PumpSleeve / FlowSleeve is simply a PVC pipe that prevents water flow into the pump from the lateral directions, and directs waterflow to enter from the motor's end, allowing for water to pass over the motor first before entering the intake.

Вот как бы и все его назначение - направлять поток жидкости (в цитате - воды).

наружная гильза


Explanation:
Тут речь идет о погружных насосах. Для охлаждения (погружного) электродвигателя его устанавливают внутри проточной гильзы - это просто труба, через которую насос и качает воду. Имхо, здесь проточная гильза = наружная гильза.
