"Лицензия Creative Commons" употребляется (и я так воспринимаю) в том смысле, что Creative Commons - это название разновидности лицензий по авторским правам. Так же, как GNU, например. Как они присваиваются, мне неизвестно, поэтому ничего насчет того, выдаются они на каждый объект собственности одноименной организации, сказать не могу. Но это уход от темы. Подойдет просто "Лицензия Creative Commons".

соглашусь с предыдущим автором, но по той же ссылке в wiki предлагаются несколько вариантов:
Креативные Сообщества, Творческие общины, Творческие сообщества, Креативная коммуна, Творческое достояние, Общественное творческое достояние, Общественные произведения, Творческое сообщество, Созидательное сообщество.

это если уж прям необходимо перевести..

а можно даже так - Лицензия, выданная организацией "Криэитив Коммонс" (смотря для кого переводите)
