The reference here is to the Russian State of the Union Address, not to the American one.

I don't exactly need a translation of the phrase into Russian. What I really need is to know the following:

1. Is "State of the Union" an accurate English translation of the Russain phrase, or is it used simply because it is a ready-made English (American) phrase? If this is not an accurate transltion, what does the Russian phrase really say (in English)?

2. Is the State of the Union Address a new constitutional requirement, or did it exist in Soviet times?

3. If it is a new requirement, to what "union" is it referring? To the Russian Confederacy?
