English term or phrase: loss leader
As far as I understand, it's a marketing term used to describe a product sold at a low price to attract customers (and to increase prices for other wares subsequently). Maybe I'm mistaken because the context is very broad.

Irina,

Based on my web search and the results from my electronic dictionaries, I found that your guess is correct. Please read the web example below (in fact, it is a glossary entry), in which "loss leader" is defined:

-- loss leader. a low-priced item to bring customers to a store

home.t-online.de/home/toni.goeller/idiom_wm/idioms352.html

Please also see the entry, which I found in MultiLex 2.0:

loss leader
товар, продаваемый с убытком с целью привлечения покупателей

Hope that this helps you,

Have a nice day,

Though "демпинговая цена" sounds better, this variant is more suitable in the context.

демпинговый товар

Explanation:
Deutsche Welle radio: Russian Service - Capital Magazine | Эти и другие товары продавались в филиалах указанных торговых фирм по демпинговым ценам, то есть розничные цены были ниже закупочных.
Демпинговая цена - верный способ привлечь в магазин покупателя.
