As "bail" means "zalog", i.e. an amount of money the person in custody has to pay to be let out, and to "bail out" means to pay this money and to be let out, I would translate the phrase in question as "pomestit pod arest do uplaty zaloga" (поместить под арест до уплаты залога).

My two dictionaries for Economics and Finance and Law contain everything on providing 'bailing' with the above two notions. So you have to deceide only, if they just 'answer for somebody' or 'provode certain deposit/security', which imply the same again.
