What is the purpose of the IDUIT Training Manual? The training manual is designed tosupport the roll-out of the IDUIT through capacity building at regional, country or local level.
It has been developed to facilitate the work of trainers inorganising and delivering training and workshops on the IDUIT to a wide range of governmental and non-governmental organisations, including public health and drug programme policy makers, harm reduction or HIV programme managers and staff and communities of people who use drugs.

Как это расшифровать? Редактируя перевод, я столкнулся этим сокращением. В другом аналогичном проекте оно переведено переводчиком как РОППИН (что это?). Словари и Гугл не дают решения проблемы :(
