скучаю по тебе

Explanation:
this answer is addition to previous. I agree that "ya skuchayu po tebe" is the best translation of expression "I miss you". But author asked about future. To tell someone that you will miss him you should say "я буду по тебе скучать или мне будет тебя не хватать (ya budu po tebe skuchat or mne budet tebya ne hvatat)", if you would like to use plural form - "я буду по вам скучать или мне будет вас не хватать (ya budu po vam skuchat or mne budet vas ne hvatat)"

1) Я скучаю по тебе. 2) Мне тебя не хватает.

Explanation:
In present "I miss you" is translated into Russian "Ja skuchaju po tebe" (the first above) or "Mne tebia ne hvatajet" (the second above),
To tell somebody that you will miss them in future you should say "Я буду по тебе скучать" ("Ja budu po tebe skuchat''') or "Мне тебя будет не хватать" ("Mne tebia budet ne hvatat"').
In Russian "Я скучаю по тебе" sounds very strong, much stronger than "Мне тебя не хватает"!
Infinitive: to miss somebody - скучать по ком-либо (strong feeling)
ощущать нехватку кого-либо (less strong)
