I would say that it's rather colloquial, but the context and type of narration were not specified. The direct translation is "привлекательная и сооблазнительная особа", privlekatelnaya i sooblaznitelnaya, but it's too long and dreary, I think.

Explanation:
1) -positive connotaion, smb jokingly provocative, and playful; while the word "кокетка " alone ( without an attribute) would have a tint of disapproval in Russian (not in Frech, though) :-)
2) - negative connotaion, smb annoying, a nuisancce.

Well, the only more or less appropriate noun will be 'koketka', which however may not be apprpriate in every context. But you can always change the noun into a verb, and find a whole bunch of good vocabulary: заигрывать(кстати, по-моему, очень близко к оригиналу), флиртовать, "клеить", приставать, соблазнять, охмурять, окручивать (в смысле, окрутить), завлекать, "обрабатывать", опутывать.
