In Russian you can use either of the two address forms - formal, or polite, one and informal, as used between (close) friends.
In the first case it is advisable to say Откуда Вы? (Otkuda vy?)
In the second case, further two variants are possible:
2.1 Откуда ты? (Otkuda ty)- when you are addressing one person, or
2.2 Откуда вы (Otkuda vy)? - when you are addressing two or more people.
