Почему \"Белая Книга\"? В англосаксонской традиции термин \"white book\" имеет значение официального правительственного документа (см., например, Microsoft Encarta World English Dictionary).
С другой стороны, в технической документации под \"white book\" обычно понимается описание объекта (примерно соответствующее техническому проекту в ЕСКД). Поэтому название \"Белая Книга\" надо понимать следующим образом - это описание объекта, официальное, но не претендующее на то, чтобы быть программным документом. В нашем случае это описание состояния ИТ (а под этим термином в документе понимаются \"информационные и коммуникационние технологии\", т.е. в точности то, что в современной англоязычной литературе принято сокращать как ICT) в мире и в России, формулировка существующих проблем и (вариантное) рассмотрение возможных путей их решения.

Montefiore: Наверное так можно, но только указывать "белая книга" в скобках и в кавычках, а перед этим - иной термин, типа "обзор-заключение", что ли - не настаиваю на определённом термине, т.к. ещё не сформировался он с какой-бы то ни было уверенностью:)

-> Спасибо. Да, в оформлении термина "белая книга" (в кавычках, без, с двоеточием, с точкой) в Рунете пока разнобой, но для обозначения типа документа он используется уже широко.

1) Отчёт по результатам какого-либо исследования, проделанного многими индивидуумами, в результате чего делается резюме и рекомендации на будущее, или просто выводы после представления исследования в сжатом виде
2) Отчёт-обзор какого-либо обширного исследования, в результате чего иногда формулируется государственная политика или позиция по отношению к тому или иному вопросу

Сама я свои переводом не очень довольно, но пока есть только варианты, приведенные в строке ответа.
