не вполне уверена, но мое понимание такое:

holiday candy - традиционные праздничные конфеты, в основном карамель. например, candy cane for christmas

caramel - это именно карамель - расплавленный сахар, иногда со сливками.

hard candy - более емкое понятие, включяющее карамель и леденцы.
