Kantora, klub, Dom Sovetov, izba-chitalnya, muraveynik, etc. - anything that implies the notion of "a place where people meet for some purpose".

The guys on "top of me" are right, demanding context. A very common word like "bed" has lots of contextual meanings. On the other hand, in our translation business we have to stick to certain precedents universally accepted and any deviation from them is considered a mistake. "Obshestvennoe zdanie, gosudarstvennoe uchrezhdenie" sound good to me.

Hard to say without a context, but community building is also a buzzword of the Internet economy. Community building sites such as Geocities, TheGlobe, etc, have commanded billion dollar valuations on Wall Street. Community is a group of Internet users united in some sort of common interest or fashion, who keep coming back to the site (i.e. geocities.com). Literally, what these sites try to build are "komunna"s; however, in Russian, that may have a negative connotation to it. So I propose sozdanie neformalnyh obschestvennyh grup.
