Let me cite Webster’s:

the department of the U.S. federal government charged with the conservation and development of the natural resources of the U.S. and its possessions. Abbr.: DOI

Although many dictionaries propose this as the only option, in no way can this be applicable, in your context, to the sense of the “Ministry of Internal Affairs”. I have interpreted in one of their workshops, and I remember that a speaker tried to explain the difference to the audience.

Explanation:
1. В США это мин-во не соответствует русскому названию «МВД»; оно занимается проблемами использования федеральных земель, резерваций и пр. Поэтому переводить буквально я бы не стал.

2. Национальное Управление по океанам и атмосфере. Управление как составная часть министерства (в данном случае – торговли) звучит лучше, чем «Администрация». Океан не один, поэтому, в отличие от атмосферы, его надо давать во множественном числе.

Explanation:
In Russian some troubles might occur when you try to translate the titles of USA national administration.

For instance, Department of State is always translated as Государственный Департамент, or Госдеп, but not Министерство Иностранных Дел.

Taking into account that they use the combination "the Interior", we should use, as far I see, the word Департамент if we need to stress OUR vision of this term. But, as far you can meet in Russian references, the term Министерство Внутренних Дел is also in use.

As for the second term, please take into account that one additional translation is also valid:
Национальное Управление ПО ВОПРОСАМ Океанов и Атмосферы.

This means that namely this part of the state struture is responsible for solving questions related to these spheres of the Environment.
