The phrase is: "Have available sufficient number of fire extinguishers of A, B, C, E class of fire". This is a classification of fires by intensity used in Canada. I would appreciate any hints as to how these grades correlate with those used in Russia.

Explanation:
In Russia the fires are divided into levels (urovni). There are 5 of them, the fifth being the most intensive one.
In Russian it sounds like "pozhar pervogo (vtorogo, etc.) urovnya slozhnosti".

Explanation:
In Russia fire is classified more or less the same way as in Canada. Like in Canada, it has five intensity grades; only roman figures are normally used instead of letters. Please see the example below:

Пожару присвоена V, высшая категория сложности.
