"Sotovyje telefony" (plural of a cellular phone) might interfere with working electric/electronic devices (eg., computers, misuc centers, etc.), thus rasing perturbances in receiving of signals or listening to a music. In various countries there are several laws which determine a kind of regulatory rules for applying cellula phones in these cases. In Russia, eg, cellular phones must be tested by special State Standard Committee and must obtain a special license (for each type of CPh) for trade questions for this equipment. The cellular phone is working in the range of that area. It is completely different from a mobile phone.The mobile phone is a general term for the phones on the move. Cellular means working in a special cellular claster

This is a Russia technical equivalent for the cellular, if you want to be precise. There is a slight technological difference between a cellular and a mobile so I wouldn*t suggest using the MOBILNYI as an option. If your text is about communications in general that could be an option as well, but i would stick to the first option.
