Мне кажется, что нефтяная промышленность - термин более широкий, включающий в себя не только добычу, но и переработку, нефтехимию и т.п.
Не берусь судить о чем именно в этом вопросе идет речь, это Аскеру решать, просто мне кажется, что на это стоит обратить внимание.
