Institutional mechanisms (Vocational Qualifications Authority in Turkey; Vet Councils and Centres in the Former Yugoslav Republic of Macedonia and Serbia; VET and Adult Education Agencies in Croatia) are in the course of construction and development with the involvement (partial or complete) of the social partners. This is a positive beginning and a sign of progress. The dangers are of token representation, low financing and sustainability; delay and indifference from government. This may be accompanied (on all sides) by a lack of understanding of how organisations work and how change may be brought about.
