The term is part a sentence of "Financial Provision" standard agreement made by EU when providing grants. The whole sentence goes:"The guarantor shall stand as first call guarantor and shall not require the Commission to have recourse against the principal debtor (beneficiary).

Explanation:
"Ručitel bude ručitelem v prvním pořadí a nebude od Komise požadovat, aby se obrátila na hlavního dlužníka (příjemce grantu)"
Of course, you should translate "beneficiary" in the same way as you translate it throughout the contract (it is one of the parties in the contract).
