The family were located in early 2012, and the PLO process began.
The family were given the opportunity to make the required changes within the PLO process.
The family made significant improvements and the PLO process was halted.

"A PLO is the system which guides the courts on how to manage care proceedings.

Related guidance elsewhere says that social workers must work with the family to try to find solutions to the problems before proceedings start (unless there is an emergency).

The PLO says that the court must check that this family work has been done at the first hearing. It must also check to see if there are any family or friends carers who could care for the child (if the child is unlikely to stay at home). The PLO also says how the court should manage the case and the timescales which should be followed up to the final hearing.

A new ‘pilot’ PLO is in force starting between July and October 2013 depending on where your court is.

Under the new PLO:
• care proceedings should normally take no longer than 26 weeks.
• Parents and family members much formally apply for any further assessment they want about their ability to care for the child and any expert evidence they need to support that by the case management hearing at the latest (see above) or they are in danger of being refused."
