It was found in a list of all possible negative characterictics of people. What does it refer to? Is it slang or a vulgar expression? Thanks for help.

Explanation:
Dear Eva,
it could be either what I said "podvodník" or "recidivista". In the Slovak language there is no word describing someone who just got out of jail. Even though it may be his/hers first time in the jail.

Dear Eva,
