Without seeing a little more context, it is a bit difficult to say for sure, however,"press release" is the only thing that makes sense. What I find a little puzzling is that you say that the words "Despacho de Prensa" come after a quote taken from a newspaper. I don't understand if this means that you are looking at a news story, or if this is an extraction from a longer article. Lastly, I don't understand if the words (Despacho de Prensa) are suddenly embedded in the middle of the story. Normrally, the words "Press Release" are found at the very top of the story, preceding the lead paragraph. NOTE: a synonim in Spanish is also "Boletin de Prensa" -- depends on the country.

"Despacho de prensa" is definitely a "press release".
"press office" is "oficina de prensa; try a google search for both "despacho de prensa" and "oficina de prensa" and you'll clearly see the difference.
