I am looking for a Spanish expression that gets this idea. This expression, in English, is used in the context of a student complaining that "the unruly student gets the most attention".

Explanation: En España, a los estudiantes que consiguen más atención de sus profesores, se los suele llamar "enchufados".
No hay una expresión en especial como frase. Simplemente la palabra. Podrías decir "el enchufado se lleva los laureles".
