Accrual es un devengo, la percepción de una cantidad de dinero como retribución por un trabajo, ... En este caso, me imagino que se premia el hecho de retrasar la edad de jubilación.

Wealth es el patrimonio, como en Wealth tax, que es el impuesto sobre el patrimonio o la riqueza.
