Se refiere al "índice creciente de Abonados". O sea a los usuarios de los teléfonos celulares, así se explica el contexto posterior.
También podrías traducirlo para que no quede tan literal como "Número de Abonados en aumento". Fijate lo que te suene mejor, pero sí es el número de abonados que continúa creciendo.
