No es otra cosa que "adecuar" o, mejor aún, "acompasar" o "sincronizar" la velocidad de los socios del canal de dsitribución.

La palabra "sincronizar la velocidad" es perfecta, pues usa la acepción de la RAE (ver referencia) de "hacer que coincidan en el tiempo dos o más movimientos".
