In a debt analysis user's manual, I find the same expression in reference to two opposites:
Debtor Type
Shows the borrowing sector within the debtor country. Typically, this is the Government, but in some analyses you may work with non-government sectors as well.
Creditor
Shows the name of the borrowing sector/entity within the country
