I think if you substitute “con” in the first part of aalzugaray’s answer, i.e., “Coordinar la adecuada participación del proveedor con las áreas de Ingeniería de Producto, Fabricación y Compras de Producción” that would give the right meaning. As far as “up-front efforts,” it refers to all of the activities that are done in advance (de antemano) before a project is actually begun: planning, research, any type of preparation.
