Un beagle (que BTW es un Snoopy), es un perro de caza. Creo que en este contexto se podría usar "sabueso", que se usa para personas astutas o "con buen olfato".

Explanation:
es lo mas logico y lo unico que se ocurre en este contexto pero no logre encontrar esta palabra en ningun lado, salvo el conocido pancito de USA asi como una raza de perros. O sera que justamente se refieren un poco despectivamente a los expertos en leyes, no es imposible, si se considera que en sudamerica se suele llamar "leguleyos" a algunos abogados
La palabra no esta en mayusculas, no? Porque en este caso podria ser una abreviacion...
