English term or phrase:safety will take precedence over expediency or short cuts
This is in a employee safety manual. It stands alone.
Explanation: La seguridad tomará precedencia sobre lo conveniente y/o los atajos.
You should use "precedencia" because it is a priority when talking about safety in the work place. I would also add "y/o" because it should be one or the other, sometimes both apply. Employees take short cuts because is convenient and easier. You may want to dicuss it with your client. As a Safety Consultant, OSHA does not like loose ends when it comes to safety in the work area. An "are/or" is almost a must and it will cover all areas safely. Just a suggestion, like I said, consult it with your client.
