In this instance the client has more buy in rather than being offered off the shelf packages. It should be noted that regular packages should still be purchased directly with hospitality suppliers.

Se me ocurre, "involucración" del cliente.

"Off-the-shelf" significa algo ya preparado y "empaquetado" de antemano, en este caso paquetes de actividades para empresas. Esta empresa es más creativa y desea implicar al cliente a la hora de preparar el paquete de actividades, en lugar de elegirlo de una lista de paquetes ya definidos como parecen hacer las demás.
