Con el contexto que has dado es muy difícil saber de qué tipo de ejecución estamos hablando, pero si se trata de un escritorio jurídico, que esta abriendo una oficina local, me inclino por traducir esta frase simplemente como "servicios internacionales" ...en tanto que la capacidad de la oficina local se incrementa.
