Firms may be hoarding labor, and workers may be willing to accept a stagnant wage in return for greater job security. This phenomenon occurred in the old Soviet Union and was known by economists as 'undertime' because it involves people wasting time at work.

este tiempo son "pérdidas de tiempo de trabajo" ya sea porque están fuera del trabajo en horas laborales o porque pierden tiempo dentro de sus horas laborales. Pero el empleador igual las paga.
