¿Cómo traducirían "encroachment" en este contexto? Muchísimas gracias.

Explanation:

Si mi memoria no falla, en este contexto quiere decir que son fondos no comprometidos, una carga (monetaria) no financiada;

...funding one-half of the unfunded encroachment - financiando la mitad de los fondos no comprometidos / de la carga no financiada.

cercenamiento

Explanation:
Hola Carolina,

El AASA habla de IDEA en términos de que la iniciativa encroaches on state and local dollars:

http://aasa.org/policy-blogs.aspx?category=ESEA&blogid=84002 (aproximadamente cota 30%)

https://www.siskiyoucoe.net/cms/lib2/CA01001605/Centricity/D...

Y nuevamente acá (cota aprox. 5%).

https://www.siskiyoucoe.net/cms/lib2/CA01001605/Centricity/D...

Action 3.12 refers to New Actions/Services, not included as contributing to meeting the Increased or Improved Services Requirement.
https://www.google.es/url?sa=t&source=web&rct=j&url=https://...

In this particular context, the unfunded encroachment seems to refer to a violation or infringement, as is the excess expenditure associated with such New Action.
