Y sí, para mí el CEV y el SVC son la misma cosa. "Compensador estático de VAR". Yo no lo expresaría así como VAR. Mejor me parece "Compensador estático de potencia reactiva" o directamente "compensador estático de reactiva" o "más mejor" "compensador de reactiva" a secas si supongo que ya saben que es estático.
En muchas empresas de energía a la potencia reactiva le dicen directamente "reactivo".

Y respecto al edificio puede ser sala, edificio, local del CEV.

Personalmente prefiero sala.
