Es un manual de instalación de tanques en una planta.
El manual es, indudablemente, británico.
So please take this into account.
I'd be happy to get help from someone knowledgeable of British engineering terminology (It shouldn't be too different from any other English, anyway)

"The balance of bolts can now be put in, with the exception of one sheet, as this will be used as a door sheet once a wind angle or the roof structure has been fitted. Do not tighten bolts yet."

"Where wind angles are required, see drawing for positions. Wind angle cleats can be loosely fitted before the tank sheets. The angle is bolted to cleats using a fishplate at each joint. Joint on wind angle should not correspond with top or bottom angle.

Tighten bolt on wind angle and cleats.

On completion of all rings and wind angles, if any, the top kerb angle can now be fitted externally to the rim of the tank with toe in angle joint. It must be at the centre of the sheets with the bolt heads outside. Using a fishplate at each joint, again two holes will require drilling at each joint. (Longer bolts are used on the top angle to attach the liner to at a later date)."

Pensé al principio que era "winding angle" que es "ángulo de arrollamiento" pero no es aplicable porque "winding angle" es un término de ingeniería genética, creo.

Por la descripción parece que son lo que en Perú se conoce como "ángulos ranurados" no sé, it's a just a guess...
