Well in the United States we have a very particular part of a tax code witch allows for educational Organizations to be establish, that are not run for profit but are run for promoting ideas and debate and what happens is these aren’t associated with any particular political party, and in fact ***can’t do lobbying on the hill of past legislation or in congress of past legislation.***

agree  MikeGarcia: 1) "cabildear/presionar/capitulear";2)"en el Capitolio y el Congreso en torno a legislación pasada"...creo que se refieren a leyes ya en vigencia pero que se busca modificar. De ahí el muy confuso contexto...
