"... la anarquía política"
"to shovel" significa tanto "excavar" como "palear".

Quiere transmitir la imagen de arrojar al país a paladas hacia la añarquía.
Como en Español no tenemos ese verbo, creo que "arrojar" es el que mejor transmite el sentido.
