I suppose this is a metaphor meaning people on the highest spheres of international politics, those who through their decisions change the way maps look? Something along that line? As for the translation, I have no idea of what it might be.
The neocon *map-gazers* up in the White house don't like the look of some parts of Latin America at the moment-it isn't hard to tell. They must utter a little grunt of displeasure every time they point to Venezuela, that oil well of a nation currently run by the populist leader Hugo Chávez.
Couldn't it be that they *actually* look at the maps? Or maybe it is a pun on the term "stargazer" (one that makes predictions and especially unjustified predictions [Webster's])- "map gazer" would be one who makes predictions based on hard facts.
Hi Oso, I like your option, otear is a word I use myself but in a pompous and humorous. In Argentina no one uses it. I think here you's say something like: observadores / controladores / marcadores de mapas. But I'm glad I got what it was, the meaning I mean. Un saludo.
