I am translating a pamphlet that used the phrase "involved in the legal system" over and over. It deals with the victims of domestic violence and sexual abuse who are being offered a special program to help them deal with trauma. Here is a model sentence. "XXX strives to identify victims who have become involved in the legal system regarding crimes of domestic violence, sexual assault, dating violence, and stalking, and coordinate appropriate services and trauma-informed care." Please don't suggest "involucrado." I don't consider the word appropriate given the negative connotations. These are not people who are "involved" in a crime. The RAE does not give a definition for "involucrar" that corresponds in any way with this usage of the word "involved."

Una mujer víctima de violencia de género en este estudio lo es porque se siente víctima,se reconoce como tal y entra en contacto con el sistema, independientemente de la decisión que tome (poner o no la denuncia, por ejemplo) una vez que ha entrado en contacto. Están por tanto fuera del objeto de esta investigación todas las mujeres y sus hijos e hijas que,aún siendo víctimas de violencia de género,bien porque no son conscientes de serlo,bien porque no quieren o pueden entrar en contacto con el sistema, no lo hacen y por tanto no podemos constatar su existencia en un estudio como éste.Al centrar el estudio en la atención que se está dando a las víctimas,es fundamental limitarlo
a la población sobre la que el sistema trabaja. Para este estudio, víctima es quien entra en contacto con el sistema de algún modo,tome después las medidas que tome a partir de ese contacto.

I would use the passive voice here to convey the meaning of "have become involved"

So it would go something along the lines of "...identificar víctimas que han sido afectadas/se han visto afectadas por el ordenamiento jurídico en materia de/en lo concerniente a..."

Creo que la clave que te ayudará a descifrar y comprender el texto es el significado de involved in the legal system o involved in justice. La palabra involved in aislada no dice mucho.

Estoy de acuerdo contigo que la ayuda es para las víctimas... pero ¿que clase de victimas? y... ¿en que están "involved in"?

La clave está aquí:
Lo que dice una mujer en la introducción (Student Spotlight), página 3, cuenta su caso como "single mom and a victim of domestic violence"
(en el primer link al documento del ministerio de educación de USA que adjunto), después de leer el Student Spotlight, puedes hacer click en la "lupa" o "buscador" del PDF y escribir "involved"... aparece muchas veces... por ejemplo: el segundo párrafo de la página 7 lo aclara muy bien:
"Colleges and universities that give justice-involved youth opportunities to earn a postsecondary degree or training certificate can help reduce unnecessary and overly broad collateral consequences of a criminal record, and contribute to more positive outcomes for young people and their communities. "

Si tienes oportunidad de consultar a alguien que trabaje en prisiones o algún policía, abogado en USA, pregúntale que significa para ellos "involved in the legal system" o "involved in justice".

El texto que traduces trata de un programa de ayuda para personas que han sido victimas de malos tratos o abusos sexuales, y por las secuelas o estrés postraumático o el daño emocional, psicológicas, etc, o por cualquier otro motivo -malas amistades, familias con problemas de maltrato, o por mil razones distintas- y además de esos problemas han cometido algún delito que les ha llevado alguna vez a la carcel... y el gobierno de USA tiene un programa especial de ayuda para ellos.

¿que significa "to be involved in legal system" o "involved in justice"?
en el segundo link de abajo lo dice:

Personas que están o han estado en la cárcel... en manos de la justicia:
- presos, reclusos, presidiarios, encarcelados... si están actualmente en la cárcel.
- expresidiarios, personas con antecedentes penales... si ya han terminado su condena y ya no están en la cárcel (y el gobierno de USA no quiere que vuelvan a la cárcel por medio de estos programas educativos, etc).

Se lo he preguntado a una amiga que ha trabajado muchos años en USA en asuntos relacionados con la justicia y me ha contestado que:
"the term Justice involved means that these people have had interaction with the criminal justice system. They have had contact with law enforcement. For example, if yo are arrested, charged, put on trial, convicted and/or sent to prison you are involved in the legal system. It does not mean that you work for the legal system. It means you have been accused by the legal system. The law enforcement system in the US is called the justice system."
