No entiendo a qué modifica "permitted by law" en esa oración. No creo que haya "otras enfermedades o lesiones permitidas por ley".

Para mí, "permitted" se refiere a "purposes", porque efectivamente no tendría sentido decir "injuries permitted..". Hay muchas maneras de traducirlo.
