NO... no creo que la palabra sea "proscribed" no tendría sentido, tiene que ser "prescribed"; estamos ante un error.

"Con gran precisión" es harina de otro costal pero también lo prefiero por expresar fielmente la idea.

  -> Can't find Willis, but it is obvious that "proscribed" should be "prescribed"; otherwise the procedures would be prohibited.
