This refers to an instrument which analyzes a breath sample of the person to determine the alchol level in the breath, and therefore obtain a relative reading of the alcohol content in the blood. It is used to determine the amount of alcohol consumed by a person that might have been in an accident, etc. (BTW, this is an example where the name of a product has become a generic description of all similar products. In common spoken and written Spanish (including newspapers) the word normally used is "alcoholímetro" (a noun). However, the Real Decreto of 27th July 1994 uses the term "aparato etilómetro", where "etilómetro" is an adjective. In my opinion both names are synonymous and interchangeable, but "aparato etilómetro" would sound more official and "alcoholímetro" more colloquial.
