WASHINGTON –– Supreme Court justices struggled Monday over how to resolve a case involving citizens' right to file lawsuits that accuse someone of cheating the federal government.
The Vermont case originally asked whether private citizens could file such whistleblower lawsuits against states. But this month, the justices announced they would use the case to consider whether people can file such claims at all – against a state or anyone else.
