It looks like you can only get married in certain buildings that are officially registered for that purpose.

A marriage in a Registered Building varies with the day and the local authority concerned. There are something like 1000 hotels, clubs, and unusual venues now registered for marriages. You would need to contact the Superintendent Registrar for the district where the venue is located. (http://www.slough.gov.uk/LifeFamilyHome/marriage.asp)
