Hasta donde yo sepa, "regulación" en español solo se usa como sustantivo, e.g., "la regulación de las leyes".

En tu caso, pondría:
"norma [o, regla] 4 de este Reglamento". Sé que "regla 4 de este Reglamento" suena repetetivo pero quizá sería lo más correcto. En dado caso, puedes usa "norma" 4.
