Normal cut filler would be properly sized cut tobacco from the primary cutting process. Ripper shorts are smaller pieces coming from the "ripper" that breaks up defective cigarrettes, and separates the paper from the tobacco so the latter can be reused, but the process usually results in smaller pieces of tobacco (hence the "shorts" name). |
