Explanation:
Al comienzo de este documento, se explica perfectamente que la "toe load" (hay fotos también):

"Toe-load is the clamping force acting on rails by means of geometric clips. For example, low toe-load will be too weak to clamp the rail while high toe-load may cause broken clips."

Creo que se entiende, es la fuerza que hacen los clips en los railes y tiene que estar dentro de unos valores determinados.

En castellano, esta fuerza se denomina "fuerza de apriete". Este documento es también bastante interesante, sobre todo si vas a seguir traduciendo aspectos técnicos relacionados (p.171-172):
