In a list of Safety Cardinal Rules the following expression appears:
Proper isolation and 'test for dead' is required at all times;
we always say "live" if there is electric current present in an object, hence the "live" rail on a railway, by extension the opposite is "dead".

Asker: Gee! Thanks J.! I never thought it was referring to electricity. I thought 'isolation' to be referred to isolating a worker in case of sickness and 'test for dead' to find out the causes for his death.
