English term or phrase: dispense staff
Here is the context:

Chefs and dispense staff are not allowed to wear earrings, watches, jewelled rings or brooches in food areas. Front of House staff, excluding dispense staff, are permitted to wear one set of small earrings and a watch.

No estoy segura de lo que es exactamente "dispense staff". No se si se trata del personal que sirve la comida o del personal que prepara la comida o ambos. ¿Alguien sabe exactamente a quienes se refiere?

También podrías decir que "sirve" alos clientes, ya que se trata de camareros/as, mozos, etc., depende de cuán sofisticado sea el lugar...

El texto nos habla de "chef" lo que indica que se trata de alguién que está en la cocina del restaurante.
En este sentido me inclinaría más a
Ayudante de Cocina / Pinche.
Además, el texto dice que a estas personas no se les permite llevar bisuterías/joyas debido a que se pueden caer durante el proceso de elaboración de la comida mientras que los "Front House Staff" sí pueden usarlas pues no elaboran la comida.

Te adjunto además la definición de Pinche que viene en el Mª Moliner:
"Ayudante de *cocina. (Ahora se emplea también el femenino: ‘Ha estado de pincha en un gran hotel’; pero el D. R. A. E. no lo incluye.)"

Tratándose de Staff: Equipo de Pinches / Equipo del Chef / Equipo de Cocina

Ayudantes de cocina o camareros


Explanation:
A mí me parece que se refiere tanto a los ayudantes del cocinero como a los que sirvern la cominda. Yo lo traduciría como "Ni los cocineros ni los ayudantes de cocina o camareros deben llevar joyas..."
